Madhya Pradesh Citizen Access to Response Services (MPCARS): An integrated Dashboard for effective governance

 

The Madhya Pradesh (MP) Government wanted to develop an effective service delivery system to implement the provisions under its Public Service Delivery Guarantee Act 2010/Lok Sewa Guarantee Act 2010. It wanted to enhance and strengthen the monitoring mechanism of the various state departments and citizen-welfare schemes to ensure good governance in the state.

The challenge:

Chief ministers are increasingly asking for an integrated dashboard to monitor category-wise key performance indicators (KPIs) of various departments/schemes in real time.

The MP Government was facing data silos across departments and data consolidation was difficult because of the divergent mechanisms in various departments. The execution of the citizen welfare scheme was not being monitored properly and the bottlenecks were not being addressed timely. Lack of a feedback mechanism resulted in delays in corrective action.

Our solution

The Grant Thornton team challenged the status quo in the state and developed an integrated dashboard, called the CM Dashboard, to help the Government take informed decisions quickly. The Dashboard has facilitated governance in the state in the following ways:

  • Informed decisions from multi-dimensional data: Data from more than 30 state departments has been integrated into one enterprise data warehouse for operational and cross-departmental analysis.
  • Agility and lesser dependencies: Real-time monitoring of 100 category-wise KPIs of the state departments/schemes gives better insights and helps in quick decision making.
  • Data visualisation and transparency: The Dashboard is helping the Government in providing services based on the citizens’ needs and fostering a culture of continuous improvement.
